This is a fictional evolution of the L&YR's Class 28 0-6-0s, which were known for being very front-heavy, thus the addition of the front leading wheelset.
The V3 features a slightly bigger boiler, as well as a cab arrangement changed to loosely match up with an LMS 3500-gallon Fowler tender.
The kit is designed to fit onto the Bachmann 4F chassis, and a complete front bogie kit with metal wheels can be acquired elsewhere on the website under the "Accessories" section.
The shell comes with separate buffers and a smokebox door, as well as a valve gear insert piece, which was added after the renders were made.
Do mind that, due to the nature of the 4F chassis' nature, the cab space is slightly compromise and there is thus not much detail to speak of on the backhead.
